JOb Purpose

The incumbent will be responsible to lead the design and execution of evidence-driven monitoring, evaluation, and learning systems across IRD’s integrated service delivery project spanning tuberculosis, chronic respiratory diseases, and other non-communicable diseases including mental health. The role ensures that data systems, research insights, and performance analytics drive adaptive program management, implementation research, and knowledge translation to improve health outcomes and strengthen health systems.

RESPONSIBILITIES

  • Provide technical and strategic leadership in developing M&E frameworks, data systems, and learning agendas that align with the program’s person-centered integrated care model and donor priorities.
  • Oversee data quality audits, indicator tracking, and outcome reporting to ensure accuracy, completeness, and timeliness across multiple sites and disease domains.
  • Translate quantitative and qualitative data into actionable insights for project teams, government stakeholders, and donors through briefs, presentations, dashboards, and publications.
  • Lead or co-lead implementation research studies that inform program adaptation and scale-up; coordinate with academic partners on protocol development, IRB submissions, and manuscript writing.
  • Guide the optimization and integration of digital data systems (e.g., DHIS2, Power BI dashboards), ensuring usability, interoperability, and responsiveness to field realities.
  • Mentor field-based data teams on indicator interpretation, data visualization, and adaptive learning. Strengthen analytical capability within district teams to promote data-driven decision-making.
  • Work closely with program managers, clinical leads, and operations teams to ensure data and learning outputs meaningfully inform planning, supervision, and resource allocation.
  • Represent the project in technical working groups, evaluation forums, and research consortia; contribute to donor reports, abstracts, and policy dialogues that highlight program evidence and innovation.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES (KSA)

Required Qualification

  • Master’s degree in Public Health, Epidemiology, Health Systems, Biostatistics, or a related field.

Required Experience

  • 5+ years of progressive experience in M&E, research, or data analytics within non-profit, development, or public health programs.
  • Demonstrated success in designing and implementing M&E frameworks and operational research in multi-site, donor- funded settings.
  • Experience leading multidisciplinary data teams and managing end-to-end evaluation processes.
  • Proven ability to translate evidence into programmatic or policy recommendations.
  • Familiarity with data visualization, digital health platforms, and mixed-methods research design (preferred).
